Support Housing Retention

Change Ideas:

2.1 Create consent: Create a release of information form in which client consents to allow property manager to contact a social worker in the event of a lease violation, such as damage to the unit or additional people staying in the unit

2.2 Implement housing support: Implement Rapid Re-housing (RRH), Critical Time Intervention (CTI), Housing First Assertive Community Treatment (ACT) team or Intensive Case Management (ICM) team, and/or supportive housing

2.3 Respond consistently: Ensure a standard and consistent response, ideally within 24 hours, to any client crisis or property-management complaint

2.4 Mediate conflict: Use mediation to resolve conflict between a property manager and client to avoid evictions   

2.5 Eviction Prevention: Implement an eviction-prevention program for those who have been housed through the coordinated entry system

2.6 Track and review returns: Create a process to track rates of returns to homelessness and review monthly through a dashboard or other visualization   

2.7 Team-based approach: Implement team based approach to target and prioritize support for high-barrier or high needs individuals

2.8 Clarify roles: In project-based congregate housing, divide roles and staffing structure between property management and supportive services   

2.9 Foster tenant leadership: In project-based congregate housing, foster tenant leadership by creating a tenant advisory council or reserving spots for tenants on the organization’s board of directors   

2.10 Flexible funding for prevention: Create a flexible funding pool to provide support to those at risk of losing permanent housing; note that funds should be used strategically and only after mediation services, which are often as effective   

2.11 Case conferencing in housing: Host separate case-conference meetings for clients already in housing to assess their housing stability and coordinate support and interventions as needed
